This authoritative and useful account details the development of a national minimum data set and statistical linkage key for use in the Home and Community Care (HACC) Program. Due for implementation from July 2000, the HACC Minimum Data Set is designed to provide information about the characteristics and circumstances of people assisted through the HACC Program, and the extent and nature of assistance they receive. Although this report focuses on the development of a data set specifically for the Home and Community Care Program, it contains fundamental lessons and parallels relevant to data development across a wide range of fields.
